Kerala cannot exit PM-SHRI scheme unilaterally, says Education Minister

Thiruvananthapuram: Kerala cannot withdraw unilaterally from the Centre’s PM-SHRI scheme, as the memorandum of understanding (MoU) signed by the previous LDF government does not contain a provision permitting such an exit, General Education Minister N Samsudheen informed the state Assembly on Thursday.

The minister said the government would take a decision on the next course of action after receiving the report of a sub-committee examining the matter.

Responding to questions during the Question Hour, Samsudheen explained that the MoU requires mutual consent for any amendment or modification to its provisions. The agreement also assigns the Centre the relevant authority in matters concerning changes to its terms.

The minister’s statement comes amid discussions over the state’s participation in the centrally sponsored education initiative. The government is awaiting the sub-committee’s findings before deciding how to proceed.

The report is expected to help the state determine its next steps regarding the scheme in accordance with the terms of the agreement.
