The Supreme Court on Friday made it clear that the Kerala Governor cannot indefinitely sit on the report recommending names for Vice-Chancellor (V-C) appointments in state universities. The court emphasized that the Governor, who serves as the Chancellor of state universities, must act on the recommendations and cannot treat the report as an “ordinary piece of paper.”
The Kerala government informed the bench that the Governor had failed to act on a list of shortlisted candidates prepared by a committee headed by a former Supreme Court judge. This panel was constituted as per an earlier Supreme Court directive, and the final list was formally forwarded to the Governor by the Chief Minister.
The Apex Court expressed displeasure at the Governor’s inaction, stating that constitutional authorities are expected to uphold the law and comply with court-mandated procedures without delay. The court is set to further examine the matter to ensure that the appointment process proceeds as directed.
