Chandigarh: AAP leader Baltej Pannu has raised concerns over the Centre’s proposed 2026 rules aimed at curbing stubble burning, particularly the provisions involving financial penalties and entries in land records.
Pannu said the proposed rules could impose environmental compensation of ₹5,000 on farmers owning less than two acres, ₹10,000 on those with two to less than five acres, and ₹30,000 on holdings exceeding five acres.
He also pointed to a proposal for a 15-month “red entry” in land records of farmers found violating the stubble-burning provisions, with extensions possible in certain cases.
Pannu described the proposed measures as a cause for concern among farmers and urged the Centre to reconsider the provisions while addressing the issue of crop-residue management.
