Kerala Draws Firm Line on NPR, Reaffirms Ban Ahead of Upcoming Census

Thiruvananthapuram: Sending a clear political and administrative signal ahead of the next national census, the Kerala government has issued a fresh order reaffirming that the National Population Register (NPR) will not be implemented in the state under any circumstances. The Left Democratic Front (LDF) government said the order reinforces its long-standing and unequivocal opposition to NPR, noting that all related activities in Kerala have remained suspended since 2019.

The government clarified that the move comes amid renewed speculation that NPR could be conducted alongside the nationwide census expected to resume next year after delays caused by the COVID-19 pandemic. The order reiterates that all processes linked to updating the NPR have been halted since December 20, 2019, and recalls Kerala’s consistent stand against the Citizenship (Amendment) Act (CAA). Kerala was the first state to pass a legislative resolution opposing the CAA and later approached the Supreme Court challenging its constitutionality. Officials said the latest order is a continuation of these positions and reflects the state’s commitment to protecting constitutional principles.
