Kerala’s Education Revamp: 30% Pass Rule for Classes 5–9, Governor’s Role Added to Plus Two Syllabus

Kerala is rolling out a major education reform to boost academic performance and civic understanding among students. Under the Samagra Gunameenma Vidyabhyasa Padhathi, students in Classes 5 to 9 must now score a minimum of 30% in written exams for each subject to be promoted. Those who fall short will be offered summer support classes, re-exam opportunities, and two-week bridge courses to catch up.

In a move to modernize the higher secondary curriculum (Plus One & Two), the state will introduce globally aligned updates—including a new chapter on the powers and functions of the Governor. This update will feature in the first batch of 80 revised textbooks launching this academic year.

To ensure smooth implementation, the government will start training programs in July for education officers and teachers, supported by strict monitoring systems.

These initiatives aim to build a stronger academic foundation in lower grades while empowering senior students with essential civic knowledge—preparing them not only for exams but also for engaged and responsible citizenship.
