Kerala Rolls Out E-Governance Revolution: Public Services Now Online, Officials Face ₹15,000 Penalty for Delays

The Kerala government has officially enforced a new law mandating the delivery of all eligible public services through electronic mode. The reform aims to make timely service delivery a legal right for citizens while holding officials accountable for delays.

Under the newly implemented Kerala Right to Public Service Bill, 2025, every government department must ensure that services are available online, clearly specifying the designated officer, appellate authority, and time limits for each request.

To ensure compliance, the law introduces strict penalties — officials who fail to deliver services on time can be fined between ₹1,000 and ₹10,000, while appellate authorities who neglect their duties may face fines of up to ₹15,000. Importantly, these penalties are linked to direct compensation for affected citizens, marking a major shift from earlier systems.

The initiative aims to eliminate red tape, reduce corruption, and make public service delivery more efficient through digital governance. By empowering citizens with the right to time-bound services, Kerala has positioned itself as a frontrunner in India’s e-governance transformation.
