New Delhi: Congress MP Shashi Tharoor on Tuesday said the government’s proposed legislation to curb paper leaks is insufficient on its own, stressing that the priority should be preventing leaks rather than only imposing stricter punishments.
Speaking during the Lok Sabha debate on the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, Tharoor called for comprehensive reforms to India’s examination system. He urged the government to move away from the current high-stakes examination model, where the future of millions of students depends on a single test conducted over a few hours.
Tharoor said the effectiveness of the law should not be judged by the number of people imprisoned, but by the number of examination paper leaks that are successfully prevented. He emphasized that lasting reforms in the examination process are essential to restore trust and ensure fairness for students across the country.
