Supreme Court Publishes Full Record of Collegium Recommendations Under CJI Gavai, Highlights Transparency and Diversity

The Supreme Court of India has released the complete list of Collegium recommendations made during the tenure of Chief Justice of India B. R. Gavai, who demits office tomorrow. The detailed document outlines the judges recommended for High Court appointments between May 14, 2025, when CJI Gavai took charge, and November 21, 2025.

According to the published data, the Collegium put forward 129 names for High Court judgeships during this period, of which the Union Government approved 93. The report also includes the social composition of the recommended candidates — a move aimed at increasing transparency and highlighting inclusivity in the appointment process.

The data reveals a conscious effort to broaden representation:

  • 11 candidates from OBC/Backward Classes
  • 10 candidates from Scheduled Castes
  • 13 candidates from minority communities
  • 15 women candidates

In addition, the document notes that five recommended candidates are related to present or former judges, part of the court’s effort to openly disclose familial connections in the judiciary.

This marks the continuation of the transparency practices initiated under former CJI Sanjeev Khanna, making the collegium’s functioning more accessible to public scrutiny. CJI Gavai himself has consistently emphasized that while diversity is essential, merit remains non-negotiable in judicial selections.

The publication of this comprehensive list is being widely viewed as a significant stride towards openness, accountability, and trust-building in India’s judicial appointment system.
