“Terror Victims and Supporters Are Not the Same”: PM Modi Calls Out Pakistan at BRICS Summit

Rio de Janeiro: In a powerful address at the BRICS Summit in Brazil, Prime Minister Narendra Modi launched a scathing attack on Pakistan, accusing it of backing terrorism while reaffirming India’s stance as a victim of it. His remarks came in the wake of the deadly terror attack in Pahalgam, Jammu and Kashmir, which he described as not just an attack on India, but on all of humanity.

Without directly naming Pakistan, Modi declared, “India is a victim of terrorism, while some nations continue to support it. Victims and perpetrators cannot be measured on the same scale.” He condemned not only those who actively support terrorism, but also those who remain silent or offer indirect approval for political or personal gain.

The Prime Minister emphasized that “terrorism must be confronted globally, without hesitation,” and pointed out that India has repeatedly presented clear evidence of Pakistan providing safe haven to terrorists.

Labeling terrorism as “one of the gravest threats to humanity,” Modi said mere condemnation is not enough—it must be backed by firm action. “Words must be matched with deeds. Condemning terrorism should be a core principle, not just a diplomatic statement,” he asserted, calling for unity and clarity in the global fight against terror.

The BRICS nations joined India in condemning the Pahalgam terror attack. Modi also announced that India will host the BRICS Summit in 2026, reaffirming the country’s growing role in global diplomacy.
