Kerala Water Bills to Soar as KWA Proposes Tariff Overhaul Based on Building Size

The Kerala Water Authority (KWA) has proposed a sweeping revision to its water tariff system, introducing building size as a new factor in determining water bills—alongside actual consumption. If approved by the state government, this could result in significantly higher water bills, especially for larger homes and commercial establishments.

Under the new proposal, a minimum usage slab of 15,000 litres per month will apply across the board, with charges levied only for usage beyond that limit. The revamped structure also introduces a tiered household classification based on the size of residential buildings: from BPL and socially committed homes to general (up to 3,000 sq ft), medium (3,000–5,000 sq ft), and premium (above 5,000 sq ft) categories.

Non-domestic and industrial consumers such as hospitals, educational institutions, and large industries will also see differentiated, higher tariffs, although concessions are planned for social and nonprofit sectors.

This marks the first major overhaul of water tariffs since February 2023. Past increases were relatively modest—around 5% annually—but the proposed changes represent a fundamental shift from a consumption-only model to a hybrid system. The move, while aimed at boosting KWA’s financial sustainability, has raised concerns about potential burdens on households and businesses amid rising living costs.
