Kerala Makes RC–Mobile Number Linking Mandatory; Pollution Certificate to Be Denied Without Compliance

Thiruvananthapuram: The Kerala Motor Vehicles Department (MVD) has made it mandatory for vehicle owners to link their Registration Certificate (RC) with an active mobile number, tightening digital compliance across the state. As per the new rule, Pollution Under Control (PUC) certificates will not be issued unless the owner’s mobile number is updated and linked to the vehicle’s RC.

The decision comes amid efforts to modernize vehicle-related services, improve record accuracy, and ensure faster communication with vehicle owners. Officials said that linking mobile numbers will help streamline enforcement, facilitate timely alerts, and prevent misuse of vehicle data.

According to the MVD, many vehicle records currently carry outdated or missing mobile numbers, creating difficulties in issuing alerts related to insurance expiry, pollution norms, fines, and other essential updates. The new mandate aims to eliminate these gaps and ensure better compliance.

Vehicle owners can update their mobile numbers through Parivahan portals, Akshaya centres, or nearest RTOs. Authorities have urged the public to complete the process at the earliest to avoid disruption when applying for a PUC certificate.

The MVD has also indicated that similar digital verification steps may soon extend to other vehicle services as part of the state’s broader e-governance initiative.
