Kerala Eases Dry Day Rule to Boost Tourism; Liquor Now Allowed in Star Hotels on First Day of Every Month

In a significant move aimed at promoting tourism and improving investor confidence, the Kerala government has relaxed its dry day policy, allowing licensed bar hotels (three-star and above) to serve liquor on the first day of every month, which was previously observed as a statewide dry day.

The decision was taken following repeated appeals from stakeholders in the tourism and hospitality sectors who argued that the monthly dry day was harming Kerala’s global image as a tourist-friendly destination. Many international tourists and business travelers were reportedly caught unaware by the restrictions, causing inconvenience and reputational damage.

Tourism Minister P.A. Mohamed Riyas and Excise officials noted that this reform aligns Kerala with international tourism standards, where consistency and convenience for visitors are prioritized. However, the dry day policy will still be in place for religious observances, election days, and national holidays as mandated by the Excise Act.

Only hotels with three-star status and above, including heritage and five-star resorts, will benefit from this relaxation. Toddy shops and liquor retail outlets will remain closed on dry days, as usual.

This policy shift is part of a broader strategy to revitalize Kerala’s tourism economy, which contributes significantly to the state’s revenue and employment generation.
