Kerala Assembly Sees Sharp Decline in Sitting Days; Speaker Highlights Record Bill Passage Rate

Thiruvananthapuram: The Kerala Legislative Assembly has witnessed a significant decline in the number of sitting days in recent years, sparking debate over legislative productivity and democratic functioning. Critics argue that fewer sittings reduce the scope for detailed discussions, scrutiny of government policies, and effective opposition participation.

Responding to the concerns, Speaker A. N. Shamseer defended the Assembly’s performance, stating that despite the reduced number of sitting days, the House has achieved the highest-ever rate in passing bills relative to its sittings. He emphasized that legislative efficiency has improved, with more business being transacted in fewer days through better planning and time management.

The Speaker also pointed out that the Assembly has adopted modern procedures and streamlined debates to ensure smoother functioning. However, opposition members maintain that the quality of deliberations and adequate time for discussion are equally important as the number of bills passed.

The issue has reignited a broader discussion on balancing efficiency with comprehensive legislative debate, as Kerala navigates its evolving political and administrative landscape.
